China really had a double vaccine failure: they were too stubborn to use the superior foreign vaccines, and they didn't try very hard to vaccinate their population with the vaccines they did have. Many Chinese people didn't seek out vaccines voluntarily because they thought it was unnecessary to get vaccinated; they believed that zero-covid would protect them.
